Shanghai Work Permit Changes- You Must Know or Risk Losing Your Legal Work Status


Shanghai authorities have implemented stricter requirements for foreign work permit applications and renewals, effective on Feb 5, 2026. These changes significantly affect salary thresholds and renewal timelines and may directly impact your ability to legally work and remain in China. All foreign professionals and employing companies should review these updates carefully and take early action.

Update 1: Increased Salary Thresholds for Category A and Category B2


Effective immediately, Shanghai has raised the minimum salary requirements for both new applications and renewals under Category A High Salary and Category B2 Senior Skilled Workers. The benchmarks are now strictly tied to Shanghai’s average social wage.


Category A High Salary applicants must earn at least six times Shanghai’s average social wage. Category B2 Senior Skilled Workers must earn at least four times the average social wage.


Under the new standards for 2026, Category A now requires a minimum monthly salary of RMB 74,604, up from the previous threshold of RMB 50,000. Category B2 now requires a minimum monthly salary of RMB 49,736, up from RMB 33,000.

Impact


If your current salary does not meet the new threshold at the time of renewal, your application may be reclassified into a different category. Reclassification typically triggers additional documentation requirements, which may include a legalized bachelor’s degree, a legalized police clearance certificate, and other supporting materials depending on the specific case. This can significantly increase processing time and complexity.

Contact your dedicated Gomax consultant at least four months before your work permit expires. Early review allows sufficient time to reassess eligibility, adjust strategy if needed, and prepare any additional documentation without risking delays or rejection.


Update 2: Pre Audit Approval Required Before Permit Expiry


Shanghai has also tightened the renewal timeline requirements. Under the new rules, it is no longer sufficient to merely submit a renewal application before the permit expiration date. The first stage pre audit must now be both submitted and approved before the permit expires.


Previously, applicants only needed to submit their renewal application prior to expiry. Under the new requirement, failure to pass the pre audit in time may result in the loss of legal work status.

Impact


If the pre audit is not approved before the expiration date, applicants may be required to exit China, lose their work authorization, and reapply from outside the country. This can disrupt employment, residency, and business operations.
